SpectatorReidl and Tieffentellar are German names. There are still German communities in Serbia you can contact. Unlike the Serbian records I believe they did microfilm their records. (see our link page)
Do by all means see if you are still in contact with relatives there, it will make your research so much easier.

The surname originates from Kosovo. Exact meaning is a bit obscure but I would suggest to do some genealogical research to assertain why your ancestors took that surname.
The best thing to do is to find out which of your ancestors came to Canada and to start a backtrace from that person on.

Yes the Novi Sad website is in Serbian only. The only way to obtain a copy would be to write them or the church, depending to which religion she belonged. The birth certificate can be in both Serbian and Hungarian, but my bets are its in Serbian.
If you want you can become a member (only 25 per year), we can help you contact the archives, translate the documents for you from Serbian, Hungarian or even German for that matter.
I must warn you that the archives in Serbia are not the same as in e.g. western Europe. Nothing is microfilmed yet and although some archives have websites that doesnt mean they actually read or respond to emails. Snail mail is still the way to go, and as I said many times before to people patience is a virtue when it comes to research in Serbia-Montenegro.

Presuming you are refering to Crnmicka Nahija in Montenegro. You would have to write the archives in Montenegro for that (search forum for address).
Its possible they changed surname because of a “curse”, its also possible that they changed surname after adoption of child. But thats all speculation. You should get the precise data and write the archives and see if they have any documentation.

SpectatorAnna Bukovec is born is Karlovac, its in Croatia and knows a large Serbian community. Its in the Dalmatia region. Libak could be Lipa, but I cant be 100% sure on that. Were they Orthodox or Catholic of religion?
As for EllisIsland, I only use their free search. You should ask them that question.
